Dowdall Drain to be fixed

EMC News - Fixing the Dowdall Municipal Drain will cost the city $486,570, a problem council agreed to get under control.

Council approved the engineer's report, which will reduce flooding and improve drainage for residents living near the drain, namely in Heron Lakes Estates and the JFT2 Dwyer Hill training centre.

The Dowdall Municipal Drain is located near the intersection of Franktown Road and Dwyer Hill Road and was originally constructed in 1971.

The report notes that agricultural land use has intensified since the original improvements, which resulted "in an increase in cultivated land and tile drainage, which in turn increased in peak rate and volume to runoff in the drainage basin."

After repeated reports of flooding and drainage systems changes (including unauthorized works on the Department of National Defence's site), the city ordered an engineer's report to resolve the problems. The initial report, which estimated the cost to fix the drain at $650,000, was revised after landowners voiced their concern about those costs.

"After many delays the Dowdall Drain Report was received by (the agriculture and rural affairs committee) last week. This drain has caused considerable angst among those along the drain and in particular, those residents residing in Heron Lake Estates," wrote Ward 21 Rideau-Goulbourn councillor Glenn Brooks on his website. "There remain many unresolved issues, re: the need for maintenance and with assessment apportionments."

The revised report, which was issued in December 2009, suggests deepening and widening the existing channel as well as looking at bank restoration and stabilization.

Project costs will be paid initially by the city and will be recovered through assessments to the benefiting landowners.
